On November 2, the SEC approved the Public Company Accounting Oversight Board's (PCAOB) proposed amendments to QC 1000, A Firm's System of Quality Control, and related rules and forms. The amendments are intended to address implementation challenges, reduce compliance costs, and better align certain provisions with other quality management standards while preserving the standard's investor-protection objectives
The amendments also modernize the definition of a quality control deficiency, allow firms to choose their annual quality control system evaluation date, align evaluation conclusions more closely with other quality management standards, and shorten documentation retention requirements from seven years to five years.
The approved revisions to QC 1000 will:
- rescind the “design-only” requirement
- allow certain quality control roles to be assigned to non-firm personnel and shared among multiple individuals
- eliminate the External Quality Control Function (EQCF) requirement
- reduce requirements related to communicating certain metrics to external parties
- limit when firms must evaluate whether similar engagement deficiencies exist on other engagements

The entire QC 1000 and the amendments become effective December 15, 2026.
